Who We Are

Minilotto is a regulated online lottery operator licensed by the Betting Control and Licensing Board of Zambia (BCLB) and governed under the Lotteries Act (Chapter 163) and the Betting Control Act (Chapter 164). We offer Zambian residents a legal, accessible, and transparent way to participate in prize draws from any mobile device.

How the Platform Works

Players register with their Zambian mobile number (MSISDN) and NRC, purchase tokens via MTN Mobile Money, and spend those tokens to claim numbered slots in active prize games. When a game closes — either because all slots are filled or the end date arrives — a winner is selected automatically using a cryptographically secure random draw across all purchased slots.

Winners are notified instantly by SMS and in-app alert, and have 90 days to claim their prize per the Lotteries Act. All transactions are recorded in an immutable ledger and every sensitive action is preserved in a full audit trail.

Player Protection

Responsible gambling is a core obligation of our BCLB licence, not an afterthought. Every player can set a voluntary deposit limit, enter a cooling-off period, or self-exclude directly from their account settings — with no friction and no waiting period.

Account registration requires age verification (18+). Players who are self-excluded or in a cooling-off period are blocked from purchasing tokens or entering games at the system level.

Data & Privacy

All personal data is stored within Zambia in compliance with the Data Protection Act No. 3 of 2021 (s.72 data localisation requirement). We do not sell player data to third parties. Data is shared only with regulatory authorities (BCLB, Financial Intelligence Centre, ZRA) where legally required. See our Privacy Policy for full details.

Technology

Minilotto is built on a high-availability Spring Boot + GraphQL API backed by PostgreSQL and Redis, with a Next.js player frontend and an Angular admin dashboard. Winner selection uses Java SecureRandom to guarantee statistical fairness. Every wallet debit and credit is double-entered in a ledger, and privileged administrative operations follow a maker-checker dual-authorisation workflow.
